Linn County adopts updated floodplain resolution tied to FEMA mapping

The Linn County Board of Commissioners voted to approve Resolution 25-03, updating the county’s floodplain management zoning regulations to reflect new FEMA mapping and the model recommended by the Kansas Department of Agriculture.
The resolution, described by Public Works Administrator Sean West as a routine administrative update tied to new mapping, repeals an older resolution (referred to during the meeting as the prior resolution) and replaces it with the new document bearing number 25-03. West told commissioners the county must publish the resolution and provide evidence of that publication to the state before the 28th of the month.
“This is for the National Floodplain Insurance Program; this has not been redone since 02/2007,” Sean West said, adding that the state requires a signed and published resolution and proof of publication before the deadline.
Commissioners asked questions about the mapping and public notice. One commissioner noted they had not personally seen the public hearings tied to the map changes and sought clarification on how the public had been informed. West and other staff said the mapping process had included public hearings during the mapping process and that copies of flood maps would be available for public inspection in the County Clerk’s office once the resolution is signed.
A motion to adopt Resolution 25-03 was made and seconded; the chair called for the ayes and the motion passed.
The action does not change the underlying FEMA map in-county; rather, it updates the county ordinance and resolution numbers to align with the federal/state mapping process and the model floodplain regulations recommended by FEMA and the Kansas Department of Agriculture. Commissioners directed staff to publish the resolution and forward evidence of publication to the state as required.
