Washington County staff recommends candidates for three budget committees

Washington County interim Chief Financial Officer John Steyer told the Board of Commissioners that staff recommends reappointing Sig Lander and Jeff Sarafa to the Washington County Service District for Lighting No. 1 budget committee and appointing Scott Hartranft and Bob Zarkowski to the Enhanced Sheriff Patrol District (ESPD) and Urban Road Maintenance District (URMD) budget committees. The board was told the recommendations will be brought to its Feb. 25 business meeting for formal approval.
“The purpose of today’s item is to review the recommended appointments to the county’s budget committees,” Steyer said, describing the committees’ role and the staggered three‑year terms used for appointments. He told commissioners the North Bethany County Service District for Roads committee still has two vacancies and that staff is working to fill them before the season begins.
Steyer said Lander and Sarafa were appointed last year to fill unexpired terms that ran only through June 30, 2024, and both asked to continue serving. He described Lander as a District 4 resident with prior service on multiple Washington County advisory boards and municipal experience, and Sarafa as a District 4 resident with an MBA and experience in financial planning and analysis. Steyer recommended reappointing both to full terms.
For ESPD and URMD, staff recommended appointing Scott Hartranft and Bob Zarkowski and said one additional vacancy remains on those committees. Steyer described Hartranft as a resident of Washington County District 1 with a bachelor’s degree in electrical engineering from Cornell University and roughly 24 years’ experience as a test engineer and architect at Tektronix. No additional background for Zarkowski was provided in the staff report.
Vice Chair Therese asked whether applicant Ryan Tullaxon could be considered for the county’s audit committee; Steyer said he would reach out but that Tullaxon was not eligible for ESPD and URMD because he does not live in the districts in question. Steyer said staff would contact Tullaxon about other committee opportunities.
The meeting concluded the public business portion and the board then moved into an executive session under Oregon statute ORS 192.660(2)(e). A motion to enter executive session was made, seconded and put to a voice vote; the chair indicated the motion carried.
The appointments discussed on the record were staff recommendations only; formal appointments will be decided by the Board of Commissioners at its Feb. 25 business meeting. Staff noted the North Bethany roads committee still has two vacancies that have not been filled.
