College Station ISD authorizes bond sale and awards contracts for roofs, scoreboards and field lights

The College Station Independent School District Board of Trustees on Jan. 24 voted 5-0 to approve an order authorizing the issuance of unlimited tax school building and refunding bonds and to award multiple contracts funded from previously approved bond propositions.

Finance presentation: Ms. Wilson presented the finance recommendation, saying the district sold $98 million of bond program earlier and now seeks authorization to sell additional amounts tied to the 2023 and 2024 propositions as needed. She said the board also authorized parameters to pursue refunding of certain outstanding bonds if market conditions produce at least 3% net present-value savings. "We have to have at least a 3% savings. Right now...it's running about 3.22%. With the 3.22%, you're saving anywhere between a million 9 to, to 2,000,000 savings," Wilson said. The district indicated it would watch market conditions and aim to time the sale in April or May if favorable; combining the new-money sale with refunding would reduce duplicate fees.

Capital projects and contracts: Trustees approved several construction and equipment contracts tied to the district’s bond program: - A&M Consolidated High School (roof replacement and related exterior work): the board authorized a contract with CS Advantage USA (CSP #35-004) for a full tear-off roofing project covering skylights, exterior metal panels and windows; the project includes a $300,000 owner contingency and is expected to start in summer and take 12–14 months, weather permitting. - College Station High School (roof replacement): the board authorized a contract with Atlas Universal Inc. (CSP #25-005) for a full replacement; work is planned for summer and is expected to be completed before the start of the next school year, weather permitting. - Spring Creek Elementary (warranty and roof repairs): the district authorized a contract with RGO Roofing and Construction LLC (CSP #25-006) to perform warranty repairs and correct rooftop unit penetrations and related flashing; work is scheduled for summer to avoid disturbing the school year. - Stadium video boards: the board authorized purchase and installation of digital video scoreboards for A&M Consolidated High School Tiger Stadium and College Station High School Cougar Stadium via an OMEA contract (No. 08-38). The proposed screens are approximately 35-by-26 feet and use monopole mounts; staff said the system and software are intended to be user-friendly for district operators. - LED field lighting: the board authorized Symmetry Sports Construction under a TIPS contract (No. 240104-01) to replace baseball and softball field lighting at both high schools with LED systems; staff said they hope to complete work before district play begins.

Trustee discussion emphasized timely execution to save costs caused by inflation and to coordinate installations with other planned additions. Facilities director Mr. Buckner noted the roof work will be organized to transition smoothly to the new additions. The board also approved a motion delegating authority to a pricing officer to complete bond sale details within the parameters approved by the board.
