The council approved a contract to retain a meeting minutes provider for the near term while directing staff to solicit automated meeting-minutes solutions from vendors using a competitive process. Council members raised concerns about current delivery timelines for minutes, contract duration and automatic renewal language and asked staff to fast-track a competitive solicitation for AI-assisted meeting-minutes services.
Council Member Baron pulled the consent item for discussion and proposed shortening the existing contract to a short-term arrangement while directing staff to issue an RFP/RFI/RFQ for AI-enabled meeting-minutes or captioning vendors; Council Member Obagi and other members asked staff whether an RFP was the right path and how much human oversight would remain necessary. Staff (city clerk and IT director) said an RFP/RFI would be appropriate and that automated systems would still need human review and speaker-assignment work.
Council directed staff to issue a competitive solicitation within three months and to report back to the council in June as part of the budget response materials; council also modified the minutes contractor terms so the contract would not automatically renew without express council approval and confirmed the city had a termination-for-convenience clause. The motion passed.
