Oakdale council approves $112,554 in parks equipment purchases

City parks staff identified four items: a Harper Hawk turf sweeper for $54,187.50, a Toro Z Master zero-turn mower for $24,629.68, a Toro Workman GTX utility vehicle for $20,129.21, and a mower trailer for $13,607.67. The purchases include a request to appropriate $3,000 from Parks Replacement Fund 549 reserves to cover cost increases since the budget was adopted.
Why it matters: staff said the city’s existing zero-turn mowers average more than 3,000 hours and are starting to require extensive maintenance; replacing worn equipment in stages reduces downtime and maintenance burden. The turf sweeper was described as a lightly used demo unit with about 200 hours that cleans aeration plugs and leaf litter; the new utility vehicle is electric and intended to limit turf damage when crews access sprinklers and equipment in sports complexes.
Stanley (staff member) told council the purchases were procured through Sourcewell Cooperative Purchasing and that supply-chain price increases after the original July bid period raised costs. Council members asked for clarity about the replacement fund balance; staff said the fund began the year with about $2.4 million, has roughly $1.8 million planned for park improvements this fiscal year, and is estimated to retain roughly $594,149 after those projects.
Council action: a council member moved to approve the item and the motion passed on a 5-0 roll call (Council member Gilbert: yes; Mayor Pro Tem Smith: yes; Council member Potassie: yes; Council member Kettering: yes; Mayor Barrios: yes). Staff said the small reserve appropriation would not imperil planned park projects.
The resolution directs the city manager to execute the purchases and appropriate the $3,000 from the replacement-fund reserves. Staff said the city will continue a phased replacement approach rather than replacing all mowers at once.
