Oskaloosa council approves recreation-pool repair plan, forensic demolition for natatorium project

City staff said Carl A. Nelson Company (Canco) was engaged under a construction-manager-as-constructor agreement dated Sept. 16, 2024, and that Waters Edge Aquatic Design provided a Recreation Pool Repair Plan dated Jan. 17, 2025. Supplemental reports from Beanstra & Kim Inc., Terracon Consultants Inc. and United Leak Detection Inc. were included in the project packet to document basin and surge-tank deficiencies.
Staff said the trade package for the repair is estimated below the competitive bid threshold of $206,000 under Chapter 26A of the Iowa Code, which allows the construction manager at risk to hire a trade contractor or self-perform the work. Because of Canco’s involvement in planning and the sensitive nature of the work, staff recommended that Canco self-perform the forensic demolition. The council approved the repair plan and the forensic demolition by Canco.
City staff and the council discussed cost and construction impacts. Staff identified the anticipated financial impact of the forensic demolition at $133,918 and said the Fiscal Year 2025 budget includes funding from 75% of the voter-approved local-option sales tax reauthorization proceeds (reported in the record as $13,000,000). Council members asked about design details and how demolition would affect noise and dust; staff said Canco will take precautions, that demolition will be wet to limit dust and vibrations, and that work would be staged to avoid disrupting day-care and other programs.
A council member noted earlier public estimates for the project had been higher and said the lower current figures were appreciated. The motions to approve both the Recreation Pool Repair Plan and the forensic demolition passed by roll call.
