Skagit County OKs consent agenda, approves Homelessness Prevention contract amendment

Commissioner Browning said she had been advised to recuse herself from transactions involving Community Action and did so. Browning moved to approve the amendment and emphasized the cost-effectiveness of preventing homelessness. Commissioner Wiesen seconded. The motion carried 2-0 with one recusal.
According to the agreement language read into the record, the amendment increases the contract compensation (transcript language: “from 467,200 to 878,200”). The term of the contract was stated to remain unchanged, continuing through June 30, 2025.
Other items noted during the consent discussion included: an interlocal agreement with the Port of Skagit to support a Bow Outlying Area broadband project intended to bring service to hilly areas near Bowhill Road; an interlocal agreement with the City of Mount Vernon for staff support of Skagit 21 operations; and the appointment of Thomas Weller as county engineer following the resignation of the prior county engineer, Grace. The board also noted that consent item 11 had been pulled for further information.
