Residents press Grove City on Beulah Park portable toilet, ask for sledding hill improvements

Several residents used the public‑comment period at Tuesday’s Grove City Council meeting to press city staff for changes at Beulah Park, raising concerns about a portable toilet placed close to residences and asking the city to develop a sledding hill.
Graham Webb, a Grove City resident, told council that a bright blue temporary toilet was moved to the front of the park and appears to have become permanent. "On more days, the toilet smells crappy. On windy days, the toilet blows over, spilling its contents and creating its own special hazard," Webb said, noting the unit is roughly 100 feet from his front porch. He said other parks in the city have year‑round restrooms or place temporary toilets out of direct sight.
Brent Bailey, another nearby resident, said Beulah Park was promised a sledding hill during the park’s planning and asked the city to add six or seven truckloads of dirt to increase the slope: "With all the snow that we've had, you think somebody would've at least tried. Well, you can't." Bailey said other city parks have usable sledding hills and suggested using surplus construction fill to create the slope.
Parks staff (Mr. Castle) responded that the new restroom building was not originally constructed for year‑round, winterized operation and that staff are awaiting a quote to determine the extent of work needed to enable running water and winter use. "I'm gonna say within 2 to 3 weeks, we'll have a quote and then it depends on what that extensive work looks like," Castle said. He also said staff had looked at alternate locations within the park and intended to move the portable unit; Castle added that the unit "should have been moved today or previously" and that he did not verify movement prior to the meeting.
Council members thanked residents for raising the issues and said staff would follow up with quotes and relocation plans.
