City manager: Pecan Knoll water plant 64% complete by days; elevated tank nearing finish

Construction and schedule: Staff reported the water line connecting the plant to the main on Lou Waters Parkway is completed, site electrical and the chemical/electrical building are nearing completion, and the city is coordinating temporary startup and operations to bring the plant online before summer. The elevated storage tank (EST) is expected to be connected to the system by the week following the meeting; once connected it will be filled, sanitized and pressure tested.
Percent complete and budget: The city manager said the plant is about 64% complete by days (392 of 612 scheduled days) and about 62% complete by dollars spent. To date the city has been invoiced for approximately $8,900,000 on a project with a total budget near $14,400,000. For the elevated tank project staff said construction is about 99% complete by days and 94% complete by dollars; to date roughly $4,000,000 has been paid on a $4,200,000 approximate budget for that tower work.
Follow-up and next steps: Staff told council the city will press to get the EST filled, sanitized and pressure tested within the next week and will continue to coordinate startup testing for temporary operations ahead of full commissioning. Council asked no additional substantive policy questions and accepted the update for the record.
