City Council adopts roughly $14 million capital improvements program for 2025–2030

Monroe City Council voted unanimously to adopt the Fiscal Year 2025–2030 Capital Improvements Program after a public hearing and staff presentation on the plan.
Assistant City Manager Mark Cochran told council the city received project submissions from all departments beginning in September and treats capital improvements as projects or equipment purchases costing more than $10,000 with lifespans of longer than five years. “Generally, capital improvements are thought to be projects or equipment purchases that cost more than $10,000 and have a lifespan of longer than 5 years,” Cochran said.
Cochran said the adopted package includes 53 projects scheduled for 2025–26 with a combined total of about $14,000,000, and that an additional roughly 202 projects are identified in the 2026–2030 planning horizon. Council members praised staff for the level of detail and the notes that tie projects to funding sources. Council comments highlighted items including fire-suppression line work, strategic property acquisition, trail development tied to the bicycle, pedestrian and trails priorities, and individual funding sources such as TAP and MSHDA grants and proceeds from property sales.
Councilwoman Jermaine moved to adopt the proposed FY 2025–2030 CIP; Councilwoman Steelgrave seconded. Roll call votes recorded “yes” from Councilmembers Steelgrave, Vining, Jermaine, Stringham, Hader and Mayor Clark. The motion carried.
