The Torrington City Council on Feb. 18 authorized the purchase of a used 2020 Dodge Charger police package from the Wyoming Highway Patrol for $8,000 and approved issuing payment immediately so the vehicle can be removed from patrol lot inventory.
Police Chief Matt Johnson told the council he and City mechanic Brian Evans inspected the vehicle and that it “has exactly 120,000 and a couple miles on it. It's been very well maintained.” Johnson said the highway patrol vehicles come with professionally installed upfits he described as “literally a $20,000 upfitting package.” He said the car’s all‑wheel drive is valuable for local winter conditions and that, depending on auction revenue from the city’s trade‑in, the net cost could be minimal or up to roughly $3,000.
Council members expressed support for the purchase as a cost‑effective way to maintain a police fleet with properly configured law‑enforcement vehicles. One councilman said, “I'm a big fan of these deals ... we're getting a turnkey vehicle that can enter service immediately.” Councilman Victorin moved to authorize the purchase and immediate payment; Councilman Kelly seconded the motion and the council approved it by voice vote with no recorded opposition.
Staff will arrange payment and add the vehicle to the police fleet once the transaction is completed.
