City staff propose FY2025 general fund amendment to carry over projects and add one‑time spending; public hearing set for March 4

Midvale city staff presented a proposed fiscal year 2025 general fund budget amendment on Feb. 18 that would add roughly $257,000 in one‑time expenditures funded from the city—s fund balance. The council will hold a public hearing on the amendment on March 4 before any final adoption.

Mariah Hill, presenting the amendment, said most of the requested increases are carryovers from FY2024 for projects that did not finish in the prior year. The amendment package includes funding to double‑up salary for a newly hired city engineer to allow overlap with a retiring engineer (eligible as a one‑time expense), a contracted attorney line, budget for recruitment where positions have been hard to fill, and a part‑time seasonal IT intern. Hill also described several small adjustments (many under $6,000) that together total approximately $40,000 within the general fund amendment.

Hill noted that departments had trimmed budgets tightly in the FY2025 process, so small unanticipated expenses require amendments rather than using internal cushions. She said staff expects to bring one additional amendment later in the fiscal year after the audit is completed to close the year out.

During the discussion council members were informed that long‑time staffer Keith Ludwig has announced retirement in June; staff confirmed recruitment steps are underway. Staff clarified that administrative budget adjustments for internal service, enterprise or RDA funds can be made under existing authority and that council‑level amendments require a public hearing.

The public hearing on the city general fund amendment is scheduled for the council meeting on March 4, when the council may adopt the amendment after the hearing.
