Planning commission approves home preschool permit for Sunny Days Preschool at 3181 South 1275 West

The Syracuse City Planning Commission voted to approve a conditional use permit for a home-based preschool, Sunny Days Preschool, operated by Sunny Houston at 3181 South 1275 West.

City planning staff member Roy told the commission the home preschool meets the applicable city-code limits for major home occupations and that state regulations and business licensing will also apply. "If they meet their requirements of the city code, we are obligated to approve it," Roy said during the public hearing.

Applicant Sunny Houston described her plan in the meeting. "My goal is to start a preschool. I'm an educator right now in the elementary. My goal is to be home next year with my own children," Houston said, adding that increased demand for preschool and full-day kindergarten motivated her application.

Hour and enrollment details presented to the commission said the program would operate approximately 9 a.m. to 11:30 a.m. and consist of two classes of up to eight children each (16 total). Staff noted the code allows up to 70% of a residence to be used for a preschool; the applicant plans to use about 33% of the home. A fenced backyard and an on-site pickup/drop-off plan that uses curbside loading were included in the application materials.

After brief discussion the commission approved the permit by voice vote. The motion as recorded by the meeting noted approval of Sunny Houston's request for a major home-occupation preschool called Sunny Days Preschool on property located at 3181 South 1275 West in the R-2 zone. The motion passed with commissioners voting "aye" and no opposition recorded.

The approval requires the applicant to obtain the city's business license and to comply with applicable state daycare and preschool regulations; those licensing and state requirements were discussed as separate, parallel obligations rather than conditions of the conditional use permit.
