The Bettendorf City Council took multiple formal votes on Feb. 18 including a municipal bond award, zoning and traffic ordinances.
Bond award: The council accepted the recommendation of municipal advisors Baker Tilly and awarded the sale of $16,300,000 in general obligation bonds series 2025A to the lowest bidder (bid submitted at a true interest rate of 3.7487%). Because the bonds were sold with a premium, the par amount was reduced to $15,745,000; the adjusted purchase price was $16,803,539.80. City staff noted Standard & Poor’s assigned the bonds an AA+ rating. Municipal advisor Chris Hogan told the council the bids were tighter and came in lower than the December estimate and recommended awarding the issue to the low bidder.
Rezoning ordinance: The council held a third and final reading and approved an ordinance to amend the Bettendorf zoning map for property at 438 and Sixteenth Street (Lots 1–3, Block 4) from R‑2 single‑family residence district to C‑2 community commercial district. The ordinance passed on the third reading with unanimous votes recorded at the roll call.
Traffic and school‑zone ordinances: The council approved the first reading of an ordinance adding a stop sign intersection on Deer Trail Road at Deer Brook Drive (a citizen request) and adopted on third and final reading an ordinance adding a school zone on Maplecrest Drive.
Consent agenda and appointments: The council approved the consent agenda—items including routine purchases, personnel actions and the Devil’s Glen site plan—by unanimous roll call vote after removing the State Street Fire Station EOC item (Consent P) to the regular agenda earlier in the meeting. The council also approved a civil service appointment for police chief (consent item; discussed briefly) as listed on the agenda.
