Dublin Council accepts low bids for highway mowing, landscape maintenance and awards signal contract; roll calls unanimous

Dublin City Council accepted the lowest and best bids for three separate procurement items at its Feb. 18 meeting, approving contracts for highway mowing, central landscape maintenance and a traffic-signal installation tied to a new Dublin City Schools elementary school.
Highway mowing (Resolution 08-25): Matt Ehrman, parks and recreation director, reported two bids were opened and staff determined the lowest and best bid was from Commercial Land Management Systems in the amount of $144,170. Ehrman said that amount is 24% less than the 2025 budgeted amount of $188,500. The contract covers mowing and vegetation control along highway shoulders within the city, including State Route 33 and the I-270/SR-33 interchange. Council approved the resolution by roll call.
Central landscape maintenance (Resolution 09-25): Seven bids were opened on Feb. 6. Staff recommended and council accepted BrightView's low bid of $312,366.55 for general landscape maintenance and unit costs for repairs and replacements. Ehrman told council the amount is 13% below the 2025 budgeted figure of $360,000.
Highland Croix Road and Cashier Lane traffic signal (Resolution 10-25): Brian Gable presented a competitive bid for a new traffic signal at Highland Croix Road and Cashier Lane, north of Brand Road. The signal was identified in the Dublin City Schools traffic impact study for a new elementary school at 6855 Cashier Lane; a cost-sharing agreement between the school district and the city splits project costs evenly. Three bids were opened; Danbert Electrical Corp. submitted the lowest and best bid of $351,082.23, which Ehrman said was about 30.5% under the engineer's estimate of $505,000. Construction is expected to begin summer 2025 with completion by March 2026, pending material delivery; the city and school district agreed the intersection will remain stop-controlled for the start of school if signal work is not complete.
Council voted to accept each bid by roll call; the meeting record shows affirmative votes on all three resolutions.
