Votes at a glance: council approves subdivision zoning, well repair contract and rental fees

Bullhead City Council on Feb. 18 approved several items affecting housing, water infrastructure and facility rentals, recording unanimous votes on each action.
The council approved a zoning map change and preliminary plat for the Viewpoint subdivision (Item 4), ratified a contract to replace the pump at Laughlin Ranch Well 1 (Item 6), and adopted a fee schedule for rentals at the Optimum Community Center (Item 7). Council also approved the consent agenda and a procedural motion to waive full readings of ordinances and resolutions presented at the meeting.
Viewpoint subdivision (Item 4): Council adopted Ordinance No. 2025-3 to rezone two parcels from R1LD35 (single-family limited, 35,000 sq. ft. minimum lot) to R1LD6 (single-family limited, 6,000 sq. ft. minimum lot) and approved a preliminary plat for a project described as approximately 80 acres split into 190 single-family lots plus nine parcels for utilities, landscaping, drainage and parks. Planning Manager Johnny Laura and applicant representative Don Anderson presented the item; Don Anderson told council the final market value of lots was not known at this stage. The motion to approve Item 4 passed 7-0.
Laughlin Ranch Well 1 pump replacement (Item 6): Utilities Director Bart Clark asked council to ratify an emergency-style procurement to replace a failed pump and motor at Well LR-1 serving Laughlin Ranch and Desert Foothills. Staff solicited three price quotes and recommended Empire Pump at $86,194.80 plus applicable taxes; the other quotes were Lane at $98,375.75 and Oasis Pump at $142,869.28. Council ratified the agreement with Empire Pump and authorized the city manager to issue related payments; the motion passed 7-0.
Optimum Community Center rental fees (Item 7): Council adopted Resolution No. 2025-R7, approving a rental fee schedule for spaces at the recently renovated Optimum Community Center. Anne Roberts, assistant general manager for the Marketplace, told council “per event” refers to the fee tiers by expected attendance (for example, 1–100 attendees versus 101–200). The schedule establishes rates intended to cover operating costs while keeping the center available to community groups; the resolution passed 7-0.
Procedural votes: Council first voted to waive the reading in full of all ordinances and resolutions presented for adoption, a motion that passed unanimously. The consent agenda was approved as presented by a 7-0 vote.
Each item approved at this meeting was recorded as carrying by a seven-member majority with no recorded no votes or abstentions. Several items will require follow-up actions by staff: Viewpoint will proceed to final plat and permitting phases; the well pump replacement will be completed by the vendor and returned to service; the Marketplace staff will implement the new rental schedule and manage bookings.
