The DeSoto City Council unanimously approved multiple consent items at its Feb. 18 meeting, including a set of construction and maintenance contracts and a budget amendment tied to an Energy Efficiency & Conservation Block Grant.
Key contract approvals: the council authorized the city manager to execute a contract with Hydromax USA for fire hydrant testing, servicing, maintenance and painting for an amount not to exceed $275,000 (TIPs contract #240501). The council also approved a construction contract with No Dig Tech LLC in the amount of $2,098,749.50 and a total project budget of $2,350,564.45 for the 2023 Water & Sewer Improvements Program Phase 1A.
An alley paving contract with Vernara LLC for $900,802.50 (total project budget $1,029,089.25 including contingency) was pulled from the consent agenda for clarification. Staff explained the selection and outreach plan for impacted residents and identified the alleys included in the project (Oak Meadow, Wood Brook Drive, Glen Avenue, Pine Tree Hillside, Cloudcrest, Stardust, Blue Sky and West Lake). After brief discussion the council voted to approve the alley paving contract separately; staff noted previous strong performance by the contractor and described planned resident notifications and door‑hangers, virtual public meeting and social‑media outreach once the contract is executed.
Other consent actions approved included: ratifying a 15‑foot utility easement to Encore Electric Delivery related to the aquatic recreation center project; authorizing a construction contract with No Dig Tech and approving change orders and funding; and adopting an ordinance amending the FY 2024–25 budget to receive and spend funds under the U.S. Department of Energy Energy Efficiency & Conservation Block Grant program. Council also approved a package of meeting minutes after staff edits were requested and clarified for the Jan. 16 minutes.
All consent items passed unanimously; staff said they will circulate project ping‑lists and outreach schedules to council members before construction begins.
