Ellis County approves recycling contractor, renews ACA reporting service and hires broker for Midlothian property; executive session yields no action

The court approved item 2.6 to engage Scrappy’s Recycling Center for county scrap-metal and recycling pickup. Commissioner Ponder moved the item and Commissioner Butler seconded; the motion carried in open session.
The court approved item 3.1, an annual renewal with the Texas Association of Counties (TAC) Health and Employee Benefits Pool for the ACA reporting and tracking service (ARTS). Sharon Mancilla, the county’s HR director, said the ARTS renewal enables production of required IRS reporting forms for calendar year 2025, specifically Form 1095-C, and that TAC provides the service at no cost for counties that participate in the TAC health pool.
The court approved item 3.2 to engage Highview Real Estate to market 501 N. Ninth Street in Midlothian, a county-owned parcel acquired through tax foreclosure and courthouse sale. Commissioners said the site has development potential and instructed the county judge to sign an engagement for broker services. Andrew Garrett of Highview Real Estate was identified to represent the county in the sale process.
An agenda item listed as action to award RFP 2020Five-three for FlexBase Type A Grama 2 to Vulcan Construction Materials LLC also appeared on the agenda; the meeting record includes that award language on the agenda.
The court recessed into executive session under Texas Government Code Chapter 551 to deliberate real property negotiations related to the SPCA facility at 2570 FM 878, Waxahachie. After returning to open session the court said there was no action on that item during the meeting.
All items noted above were approved in open session where votes were recorded as "aye" without recorded dissent.
