Colleyville approves $152,000 design contract for Bedford–Cheeksbarger roundabout; officials say larger roadway project needs more funding

Colleyville City Council on Feb. 18 approved a consent resolution that included a professional services agreement with Kimley Horn and Associates for up to $152,000 to design a roundabout at Bedford Road and Cheeksbarger Road.

City staff said the roundabout design is based on an intersection study and that construction would be timed so it can tie into a broader Cheeksbarger Road project. "A roundabout is recommended at this location," City staff member Amber Beard told the council, summarizing the study's findings.

The council adopted Resolution R-25-5015 by a 5-0 vote. The resolution bundled several routine consent items, including approval of the minutes from the Feb. 4 meeting, authorization of the Kimley Horn design agreement, and authorization to sell seized, found or obsolete property. The motion was made by Councilmember Mark Alfonso and seconded by Councilmember Gunderson; the vote was recorded as 5-0-0.

Staff and the mayor's office also briefed the council on the wider Cheeksbarger corridor effort. A city announcement earlier in the meeting said staff met with the North Central Texas Council of Governments (NCTCOG) and that "every indication is that additional funding will be forthcoming." The announcement described the roadway design as providing two travel lanes with left‑turn lanes at intersections and called for a roundabout at Bedford Road.

Officials provided project funding figures during the discussion on design costs. Staff said the larger Cheeksbarger project is currently estimated at about $1.7 million for the segment under discussion and that contributions identified so far included roughly $1.2 million from the Segura senior living development and $500,000 from former Precinct Commissioner Gary Fickas. Separately, an earlier announcement said the joint effort involving NCTCOG and other partners "will bring another $40,000,000 to our community's infrastructure," and that the current funding gap for the broader project is "around $17,000,000." The council did not adopt any construction contract or additional funding at the meeting.

City staff said design work will include pedestrian accommodations and that the design contract is intended to produce plans the city can use for construction bidding. Ben Bridal, the city's director of community development, said staff will share design ideas with council as the work progresses and that if the city proceeds with roundabout construction before other Cheeksbarger work, the roundabout will be built to tie into future roadway enhancements.

Policy and funding decisions beyond the design contract were not made at the meeting. Staff stated they expect additional NCTCOG funding options to be discussed this summer and potentially approved by the end of the year.
