Davis County Commission approves contracts, grants, appointments and facility work; receives Woods Cross RAP notice

The Davis County Commission on Feb. 18 approved a package of routine contracts, grant amendments, facility work and appointments, and received a notice from Woods Cross City about reauthorizing its recreation, arts and parks (RAP) tax on the 2025 ballot. The meeting also included a recognition of John Thornley, the county’s fleet manager, who received an award from the Utah chapter of the American Public Works Association.

Key actions approved on voice votes included an exemption for the assessor’s annual valuation services contract after the RFP amount was exceeded; a resolution giving notice the county does not intend to impose a local sales tax for recreation, arts and parks; and an amendment (No. 53) to a 2022 contract adding $68,260 in DUI fee funding to pass through to Davis Behavioral Health for substance use disorder treatment. The assessor, Andy Hansen, presented the valuation services contract and commissioners moved approval on the record.

Other approvals included: - Facilities work with Mountain States Fence Co. Inc.: amendment for hydrovac to excavate fence pole holes (payable amount $6,020). - Garage-door installation at Davis Park golf course: Price Guaranteed Garage Doors Inc., payable $10,118. - Health Department: an agreement with the Utah Department of Environmental Quality for a radon awareness program ($5,000, Jan. 1–Dec. 31, 2025) and reappointments to the Davis County Board of Health (terms varied); the reappointments passed with an abstention recorded in the chamber. - Legal Defender contract: retention of investigator Julie Miller (Judicious Covert Investigations) at $65 per hour through Dec. 31, 2026. - Sheriff’s Office: internship and safety agreement with Davis School District (no financial impact); a loan-agreement MOA with the Naval Sea Systems Command division (optics/night-vision equipment) payable $1,800 for one year; ratification of an inmate debit-card enrollment package and ACH payment authorization with a vending vendor. - Property tax register corrections presented to the Board of Equalization totaling $10,570.38.

What commissioners said and ceremonial notes: At the meeting’s start, the commission recognized John Thornley, Davis County Fleet Manager, for being named Outstanding Public Fleet Management Professional of the Year by the Utah chapter of the American Public Works Association; Thornley has worked for the county about 31 years. The commission also received a notice from Woods Cross City of its intent to reauthorize the city’s RAP tax during the 2025 election; county staff said no county action was required on that notice.

Meeting logistics and upcoming events: Commissioners announced a county open house scheduled for March 5 at 6 p.m. at 131 South Main (library) and noted a Daughters of the American Revolution reception and marker presentation at 3 p.m. in the Memorial Courthouse the same day. Commissioners also said evening commission meetings will be held on the second Tuesday at 6 p.m. in April, May and June.
