Carson City Debt Management Commission approves vice chair, accepts state indebtedness report and schedules next meeting

The Carson City Debt Management Commission approved procedural items, elected a vice chair, accepted the Nevada Department of Taxation's annual indebtedness report and set its next meeting date.

Commissioners approved the minutes of the Aug. 19, 2024 meeting by voice vote. The commission then considered reappointment of three public-at-large members — Nick Providente, Don Hathaway and Mary Sonata — but did not take final action on those reappointments because the specific quorum required for that agenda item was not present. Commission counsel explained that the quorum for reappointments requires the city's representative and the school district representative; the school district representative, Molly Walt, was out of town. Counsel noted that existing appointees may continue to serve until reappointed or replaced under the statutes creating the commission.

The commission next held an election for calendar year 2025 officers and approved Nick Providente as vice chair. The motion carried by voice vote with those present.

Members then reviewed and accepted the Nevada Department of Taxation's annual report on indebtedness as of June 30, 2024. A staff member highlighted that Carson City's reported usage of its legal debt limit was 39.9 percent, compared with a much lower percentage reported for Washoe County, and noted the city's assessed value discussed in the packet (staff cited roughly $210,000,000). The commission accepted the report for the record.

The commission set its next meeting for August 12 at 1:30 p.m. and adjourned. No contested roll-call votes were recorded in the minutes for the items taken; actions were approved by voice vote of those present.
