The Montezuma County Board of County Commissioners on Feb. 18, 2025, approved a 2‑lot minor subdivision and associated rezoning applications for property at 27980 Road T in Dolores owned by Flame Conley Winemaster.
The approval followed a public hearing in the Commissioners’ Hearing Room in Cortez. County planning staff described the proposal as a division of about 35.85 acres into a north 6.5‑acre parcel containing the applicant’s existing residence and a lower parcel of roughly 29 acres. The board heard no public comment and voted to approve the subdivision and rezoning.
Don Haley, Montezuma County planning staff, summarized the application: “Flame is proposing a 2 lot minor on her property. Her residence would be on the north 6 and a half acres. That’s been there for a few decades… and she’s splitting off the bottom 29 plus or minus acres.” Haley said an access and utility easement runs along the west side of the parcel and provides access to the lower parcel.
The applicant, identified in the public notice as Flame Conley Winemaster, described existing site features and historic uses, saying the access road runs nearly to the bottom of the property and that “when dad had the sawmill, there was a trailer court down there for the employees.” She also told the board there are buildings and electricity on the lower parcel, including a shop.
After the hearing, a commissioner moved and a second was recorded; the motion passed with an affirmative vote. The public hearing record and notice filed with the county list the rezoning requests as AR10‑34 and AR3‑9 for the property described as 35.85 acres more or less, located south of Road T and west of Highway 140 in Section 19, Township 37 North, Range 15 West, NMPM. The county clerk’s notice gives the date of the hearing as Feb. 18, 2025, at 9 a.m.
County staff indicated the access easement lies primarily on the applicant’s side of the property and that materials observed near the neighboring Ironwood property are on Ironwood’s side of the access road. The board closed the public hearing after receiving no public comment and approved the subdivision and rezoning application.
The approved subdivision will be recorded with the county clerk and the board signed the required plats following the hearing.
