The Town of Mooresville swore in Officer Olivia Fletcher and promoted three Mooresville Police Department officers during its Feb. 17 meeting.
The mayor and commissioners administered the oath to Olivia Fletcher, who was presented as a 2020 graduate of Appalachian State University and a recruit to the department. Fletcher’s swearing‑in included the standard oath to support U.S. and North Carolina constitutions and to enforce state criminal laws.
The board also recognized several promotions in the department. Jesse Scott was presented a certificate of promotion in recognition of leadership and was entrusted with the duties and responsibilities of corporal; Scott has 12 years of law enforcement experience and seven years as a canine handler, and joined the Mooresville Police Department in 2016. Brian (first name in transcript shown as Bridal/Bridal Rousen) Rousen was presented a certificate promoting him to captain; the presenter noted Rousen’s long service and leadership training. Roberto Rodriguez was promoted to captain with remarks recounting his career beginning in 1999 and joining Mooresville in 2009; the presentation referenced his supervisory experience, family and community ties.
Chief Cochran and other department leaders participated in the presentations. Commissioners thanked the officers for their service and recognized family members who attended the ceremony.
