Alice ISD holds public hearing on 2023–24 district annual report; district staff reviews accountability data

A district staff member told the Alice ISD Board of Trustees that state law requires a public hearing within 90 days of the district receiving its annual Texas academic performance report and presented the district's 2023'24 district annual report.
The presentation covered eight sections required in the report: (1) the Texas Academic Performance Report (TAPR) for the district and each campus, (2) the Public Education Information Management System (PEIMS) financial standard report (a one-year lag, covering 2022'23 financial data), (3) district accreditation status (most recently accredited for 2022'23), (4) campus performance objectives and campus improvement plans, (5) the required report on violent or criminal incidents, (6) student performance in postsecondary institutions, (7) progress toward board-adopted House Bill 3 goals, and (8) a TAPR glossary that explains definitions and methodology.
The staff member said the TAPR includes disaggregated performance by student group, STAR performance and participation data for 2024 with 2023 comparisons, attendance and graduation rates (reported on a one-year lag), college, career and military readiness (CCMR) indicators and staff and program information. The presentation noted that some TAPR components were affected by pending state litigation and are not included in the current release. Paper copies of the district annual report are available at the central office and the district reported the materials are posted on the Alice ISD website.
On school-safety data, the presenter summarized that the required report on violent or criminal incidents for 2023'24 lists three total incidents at Atlas High School (about 0.2 percent incident rate for that campus). On postsecondary performance, the report uses Texas Higher Education Coordinating Board data tracking class-of-22 graduates'first-year outcomes (fall 2022'summer 2023) and computes GPA and college-level credits earned in that period.
The presentation highlighted gains reported by district staff: CCMR for the prior graduating cohort rose from 47 percent to 90 percent in the most recent year cited, and English-language proficiency progress measures for emergent bilingual students rose from roughly 40 percent to 77 percent. District staff also reported that four campuses increased their verified domain scores substantially between the 2022'23 and 2023'24 reporting periods.
District staff noted a Spanish version of the TAPR glossary was scheduled for release early in the calendar year. After the presentation the board closed the public hearing; the staff member stated the district was in compliance with the 90-day requirement.
Why it matters: The district annual report compiles academic and financial accountability measures that inform parents, state regulators and the public about school performance, safety incidents, graduation and postsecondary preparedness. The data cited will feed into future accountability calculations and help guide campus improvement planning.
The board did not take an additional formal action during the public hearing portion beyond closing the hearing.
