The Cumberland County Board of Commissioners approved a rezoning request for a roughly 20-acre tract in the Grace Creek area, changing the zoning from A1 (agricultural) to R15 (residential).
Ralls Howard, director of Planning and Inspections, told commissioners the parcel—identified on staff maps as south of I-95 and west of NC 87, near Fennel Road and Sand Hill Road—was largely wooded but surrounded by platted single-family developments. Howard said public water and sewer lines served by PWC are about 1,000 feet from the site and that staff deemed the request consistent with the South Central Area land use plan. He also reported the planning board had recommended approval by a 7-0 vote.
Commissioner Terry Tyson moved to approve the rezoning, saying staff had found the request consistent with the county plan and compatible with surrounding uses. The motion was seconded and carried by voice vote.
Howard noted staff had not received a response from the school district in time to include a school impact report in the staff packet. The applicant on the application is listed as Sids Mills Properties Incorporated; the request would entitle the property for a single-family development.
The board’s approval does not specify a development plan or a final subdivision approval; any future development will require site-specific permitting and any applicable infrastructure extensions.
Planning staff answered technical questions about soils and proximity to utilities during the public hearing; no members of the public spoke on the item.
