Balch Springs Type A EDC approves three sponsorships/contracts; minutes and cleanup contract also approved

LaKeith Bridal, identified in the meeting as chair of the Balch Springs Chamber of Commerce, described the summit as a longstanding event that brings together state and regional economic partners; "For the past 11 years, your board has partnered with the Balch Springs Chamber," she said. The event was scheduled for Feb. 26 at the Cosmopolitan Event Center.
The board also approved support for the Mesquite ISD Education Foundation gala and concert not to exceed $1,500. Staff characterized this as a marketing sponsorship allocated from the advertising/promotion line item and said the cost would be split between Type A and Type B EDC where possible.
Cleanup contract: The board approved contracting with Kelly Williams (referred to in the packet as "Kelly Williams LLC") for debris, brush and trash removal and frontage fencing on a roughly 14‑acre EDC parcel adjacent to the I‑20 service road. Staff originally received a higher proposal but said negotiation with the contractor plus city‑provided hauling and dumpsters reduced the board’s cost recommendation to $45,000. Staff recommended the $45,000 figure and said the work will clear encampments, remove dilapidated structures and install bollard fencing to prevent vehicles entering the parcel.
