The East Ridge City Council approved a package of ordinances and resolutions during the regular meeting. Key outcomes:
Ordinances

- Ordinance 12-15: Approved on first reading to abandon a portion of Old Ringo Road to allow redevelopment of the Osborne Shopping Center. (See separate article for details.)
Resolutions
- Resolution 3,646: Awarded the Camp Jordan infield conditioning and field grading contract for Fields 9–12 to River City Athletics for $22,800. Parks & Recreation staff said the project was budgeted and that River City Athletics was the only bidder received when bids opened Jan. 15. Motion to approve by Vice Mayor Tyler; second by Council member Witt. Roll-call vote: unanimous yes.
- Resolution 3,647: Authorized the use of Camp Jordan athletic fields by East Ridge High School and East Ridge Middle School and waived associated rental fees, contingent on field availability and completed paperwork. Motion by Council member Witt; second by Vice Mayor Tyler. Roll-call vote: unanimous yes.
- Resolution 3,648: Authorized the mayor to enter into a 35-foot easement agreement with Parkridge Medical Center, related to property identified by tax map number 169C-C-001.08. Staff said the easement is to provide access and Parkridge will maintain the tract per the agreement; the wastewater authority had no objection. Motion by Vice Mayor Tyler; second by Council member Witt. Roll-call vote: unanimous yes.
- Resolution 3,649: Approved a use-on-review to allow Frawley Baptist Church an off-premise wayfinding sign at the northwest corner of Ringo Road and Frawley Road, as amended. Council amended the sign request to a smaller sign (2 feet by 3 feet), maximum 9-foot height, with support posts enclosed; council granted variances for required setback distances as part of the amended approval. Motion to approve as amended by Council member Witt; second by Vice Mayor Tyler. Roll-call vote: unanimous yes.
- Resolution 3,650: Authorized the city manager to approve a change order with Pillar Construction to construct a new roadway and relocate a sewer line for the new multipurpose facility. Staff said the change order (about $186,690) includes roadway relocation and sewer work needed because an expansion of the community center encroaches into the existing alignment; staff recommended funding the change order from the 2024 bond-issue fund balance. Motion by Vice Mayor Tyler; second by Council member Witt. Roll-call vote: unanimous yes.

What’s next: Several items approved require implementation steps: staff will execute contracts and easement documents, coordinate scheduling for Camp Jordan field work, and process the multipurpose-facility change order payment from the bond fund balance. The sign approval included conditions (reduced dimensions, enclosed supports and granted variances) that staff will memorialize in permitting.
