Lake County, Leadville officials agree to finalize animal-shelter IGA; legal review, budget split and data access remain

Lake County commissioners and Leadville officials agreed Feb. 13 to move forward on a revised intergovernmental agreement (IGA) that will govern the shared animal shelter, but multiple details — including the funding split, advisory-board makeup and transparency of intake records — remain subject to legal review and additional meetings.

County officials said they are in a development phase of a fresh IGA draft after face-to-face meetings with city representatives. County attorneys will revise the agreement language and confer with the city attorney to resolve sticking points before returning a clean draft to elected officials.

The discussion centered on three practical issues: who pays for shelter operations, how the county will participate in oversight through an advisory body, and how to verify the shelter’s intake and response data.
