Plan commission approves multiple land-use items, defers one major rezoning; library PUD and several permits to go to council

The Toledo City Plan Commission on Feb. 1 acted on several zoning and land-use items, approving most applications on the agenda and deferring one high-profile rezoning for additional neighborhood engagement.
Key outcomes at a glance:
- Zone change approved (Case C24-00008): The commission approved rezoning 1822 Glendale Avenue from RD-6 (duplex residential) to a multi-dwelling residential district. Applicant Faldo Perez described a proposed four-unit, 7,000-square-foot building and said renovation work is already underway. The commission voted to forward the approved rezoning to City Council; the applicant will appear before council on March 19.
- Special use permit approved (Case SUP24-00141): The commission approved a special use permit for an existing smoke shop to relocate within a strip center at 3015 Glendale Avenue, subject to 11 conditions (landscaping islands, bicycle parking and other site improvements). Applicant Bridal Najee said the business has operated at the shopping center since 2021 and the landlord confirmed willingness to implement required site changes.
- Special use permit approved (Case SUP24-007): The commission approved a special use permit for a used auto sales lot at 2204 North Reynolds Road, subject to 26 conditions. Applicant Shafiq Al Ketchin said the parcel meets minimum lot-size requirements and that initial operations will focus on sales with service added later.
- Zone change deferred (Case Z24-0007): The commission deferred one major rezoning — HealthPartners' request to rezone 815 Navarre Ave. for a community health center — for 60 days so the applicant can hold another public meeting and directly engage adjacent neighbors. (See separate article.)
- Planned Unit Development approved (Case PUD24-0001): The commission approved a PUD and associated waiver requests to allow construction of a new Washington branch library at 3027 Alexis Road. Staff and the applicant discussed a 20,000-square-foot single-story building, an on-site book-drop/drive-up window, two exits and a 28-space parking lot; the applicant proposed a six-foot privacy fence where the library property abuts residential zoning and a plan to connect walkways to nearby Tremainesville Avenue. The commission also recommended one waiver for encroachments into a required 60-foot open-space perimeter area to City Council and approved the PUD with 44 conditions.
- Text amendment adopted (Case M-9-24): The commission recommended a text amendment to add locational criteria for car washes, including a 100-foot separation from existing residences and a half-acre minimum lot-size benchmark informed by peer-city comparisons. The commission approved the amendment for referral to City Council.
- Self-storage study (Case M-10-24): After staff analysis of best practices and local market data, the commission approved staff’s recommendation to make no changes to the zoning code for self-storage units, citing existing regulations and the consumer preference for storage close to homes.
Other procedural items: the commission approved minutes from Jan. 16 and deferred Case SUP24-00113 (a tobacco-shop permit for 606 N. Reynolds Road) to the March agenda at the applicant’s request.
All approvals on Feb. 1 were recorded as unanimous voice votes; the commission made several approvals contingent on stated site conditions and, where applicable, recommended waivers to City Council. Cases approved by the commission will next appear before council on March 19, unless otherwise specified by staff.
