Civilian Review Board reports 56 cases in fourth quarter, issues one recommendation to police chief

The South Salt Lake Civilian Review Board reported to the city council on Feb. 12 that it reviewed 56 cases in the fourth quarter of 2024, requested 35 body‑worn or other videos for review and found one incident that it determined was not within department policy.
Joy Glad, chair of the board, told the council the board reviewed 56 written statements submitted by the police department and requested video in 35 of those matters to assist in evaluating whether use of force complied with policy. "55 of those cases were within federal state regulations and city policies. 1 was not within policy," Glad said. The board found no inconclusive cases and no vehicle pursuits in the quarter.
Glad said the board conducted four ride‑alongs with officers during the year and that board leadership attended the annual conference of the National Association for Civilian Oversight of Law Enforcement (NACOLE). She said the board had one pending recommendation related to the case it deemed not within policy; because the board meets in closed session for complaint reviews under the Utah Open and Public Meetings Act, the board will forward the recommendation to the chief of police and provide a written report at a future meeting.
Glad also said the board has seven voting members, two alternates who were elevated to voting status during the year, and that it continues to seek a nonvoting advisory member with law or policing experience who does not currently work for South Salt Lake police. No council action was taken during the meeting; the report was informational.
