The Loudoun County Board of Supervisors approved six items on a consolidated public hearing Feb. 12, 2025, moving each forward by the motions listed in staff reports.
The consolidated agenda included: CPAM‑2024‑0004 (rural historic village classification, countywide); ZOAM‑2024‑0003 (manufactured home regulations, countywide); a minor special exception for a Chick‑fil‑A in the Sterling District (special exception 20240045); Reeseville Substation special exception in the Dulles/Dulles/Dallas area (special exception 20240008 / 20240018); and Novak South Fork Substation special exceptions in the Dulles District (special exceptions 20240033 / 20240034). Staff reported no public speakers had signed up for the consolidated items and several applicants waived presentation time.
Supervisors moved, seconded and voted on each item in sequence. The Board approved the comprehensive plan amendment for the rural historic village classification (CPAM‑2024‑0004) on a motion to approve Motion 2B as provided in the Feb. 12 public‑hearing staff report. The Board offered thanks to staff and to community advocates for the rural historic villages.
The Board approved the zoning ordinance amendment on manufactured home regulations (ZOAM‑2024‑0003) by roll call motion to adopt Motion 2B as provided in the staff report.
In the Sterling District the Board approved the minor special exception for the Chick‑fil‑A site (public hearing item 4) following staff presentation that described modest site adjustments to an existing commercial corridor near Route 7.
Two substations in the Dulles/Dallas Districts (Reeseville and Novak South Fork) were approved via motions to adopt Motion 2B as provided in the staff reports; the Board’s recorded votes were read aloud as each motion concluded.
Votes at a glance - CPAM‑2024‑0004 (rural historic village classification): motion to approve Motion 2B — Passed (recorded: 8–0–1; one supervisor off the dais). - ZOAM‑2024‑0003 (manufactured home regulations): motion to approve Motion 2B — Passed (recorded: 8–0–1; one supervisor off the dais). - Public Hearing Item 4 (Chick‑fil‑A, Sterling District, minor special exception 20240045): motion to approve Motion 2B — Passed (recorded: 8–0–1). - Public Hearing Item 5 (Reeseville substation, special exception 20240008 / 20240018): motion to approve Motion 2B — Passed (recorded: 8–0–1). - Public Hearing Item 6 (Novak South Fork substation, special exceptions 20240033 / 20240034): motion to approve Motion 2B — Passed (recorded: 8–0–1).
Why it matters: The consolidated approvals advance multiple land‑use amendments and site‑specific special exceptions with limited public testimony and essentially no supplemental presentation time. The rural historic village CPAM directs future small‑area planning, while the manufactured home ZOAM and approved special exceptions change immediate development permissions at specific locations.
The Board’s actions tonight do not themselves create final site development permits; subsequent administrative reviews, conditions in staff reports and any required permits remain part of the implementation process.
Implementation notes: For each adopted special exception or zoning amendment, staff will proceed with the administrative steps identified in the public‑hearing staff reports, including drafting proffers or conditions where required and bringing any remaining adoptive documents to the March business agenda as needed.
