The Development Environmental Review Committee (DRC) voted to forward three development items to the Planning Commission on Tuesday: a proposed assisted‑living conversion at 2000 Ostrom's Way; a 42‑unit multi‑family residential project at 1325 East Colston Drive; and a site/architectural review for 22 single‑family homes on the northwest corner of Palm Avenue and Piedmont Drive.
For Item 2, staff described a request to convert an existing building into an assisted‑living facility with 15 rooms (two beds per room) at 2000 Ostrom's Way, a site about 0.96 acres in the Commercial General 1 zone. Staff recommended the project is exempt under CEQA Guidelines section 15301 (existing facilities) because there are no exterior additions or square footage increases. The committee moved the item to a Planning Commission hearing tentatively scheduled for March 11, 2025.
Item 4 is a proposed multi‑family project (Development Permit P2034) comprising two three‑story buildings with a total of 42 units, a leasing office of about 1,220 square feet and covered parking on a 1.92‑acre site in the Residential Medium High zone at 1325 East Colston Drive. Staff recommended the project be forwarded to the Planning Commission for a March 11 hearing; the committee approved that recommendation after the applicant, Mr. Nelson, said he had no questions and made himself available to respond to concerns.
Item 5 concerned site and architectural review for 22 single‑family homes (previously approved in a tentative map from 1997) and requested amendments to certain conditions of approval. The project site covers approximately 27 lots derived from an earlier map and includes two architectural styles. The applicant raised specific engineering and mapping concerns in the meeting record, asking that incorrect or outdated engineering conditions (for example, dedications, curb radii and driveway approach limitations) be corrected before the final hearing. A staff member confirmed the final map had been recorded and agreed to update the conditions.
On Item 5 the committee voted to move the matter to the Planning Commission; the transcript records one opposed vote during the roll call on this item. Committee and applicant comments indicate the conditions will be revised and clarified before the Planning Commission hearing.
All three items were scheduled by staff for the March 11, 2025 Planning Commission agenda. Committee members asked applicants to coordinate with staff on final conditions and said staff would return corrected resolutions and conditions to the applicants before the Planning Commission hearing.
