Madison County Election Commission reviews municipal election plans, approves routine items

The commission convened with chair Helen Carney presiding. Circuit Clerk Anita Ray reported that 269 voter moves were recorded “from January through yesterday” and said absentee voting for municipal contests begins Tuesday. Ray said, “I have loaded the election for all municipalities except for Madison and Canton. Madison will not be having, I mean, a primary election as there were no opposing opponents,” and that Canton’s races will be contested and require full primaries and a general election.
Why it matters: commissioners and staff said arrangements for municipal elections in Gluckstadt, Ridgeland (Ward 2) and Canton will require extra coordination because cities run municipal contests infrequently and each locality uses different polling arrangements. Commissioners flagged one polling location that may be undersized for the number of registered voters.
The commission heard a recap of the ECAM (Elections Commissioners Association of Mississippi) 50th annual convention from Vice Chairman Leroy Lacey, Secretary Anthony Denton and other commissioners who attended. Lacey said, “For my personal observation, I think it went smoother as far as, what was said and that it was he tried to take questions and answer them.” Commissioners noted strengths in the training but several asked for deeper instruction on SIMS, the state election management system. One commissioner said, “I would like to see the secretary of state to go more into in-depth with SIMS,” noting newer commissioners need more operational training on day-to-day use and reporting.
County Attorney Spence Blackguard briefed the commission on municipal-election support the county is providing. He said Gluckstadt’s first election will be “somewhat easy because they’re just having a general election in one location,” and noted Ridgeland will hold a Republican primary in Ward 2. Blackguard said the county office is fielding frequent calls from municipalities and helping where needed.
Commissioners also raised local logistics and capacity concerns. One commissioner reviewed November 2024 turnout and voter rolls and said “over 3,000 people are inactive or active voters” tied to a single clubhouse at the Mark Apartments location; commissioners agreed that the site should be re-evaluated because it could create long lines and potential safety or fire-code issues. Commissioners discussed options including adding or relocating precincts and asked staff and county supervisors to follow up.
On procedural business the commission approved the January minutes, accepted the reported purchase and inactive lists by district for January–February 2025, and approved a one-page letter agreement for county legal services with attorney Spence Blackguard. No dollar amount for the legal-services agreement was specified in the transcript. Chair Carney said the legal-services contract should be taken to the Board of Supervisors for final approval.
