Resident urges county pause and data review on shelter plans, cites concerns about conditions and intake practices

Jennifer Garner of Layton used the public-comment period at the Feb. 11 Davis County Commission meeting to call for greater transparency and a pause in moving forward with shelter plans until the county collects and reviews more data about operations and client needs.

Garner said she has worked for many years with people with disabilities and people experiencing homelessness and described operational problems at a downtown shelter she cited as a comparison point. She said “about 70 percent” of people she encountered there had mental-health issues and that many were taking medication or self-medicating.
