Board approves renewed youth employment partnership with PLCCA for summer program

The Proviso Township High School District 209 board reviewed and approved a linkage agreement with PLCCA (People's Law Center Community Action / referenced as PLCCA in the presentation) to provide summer job placements for district students through the Illinois Youth Investment Program (IYIP).
PLCCA representatives described IYIP as a program funded by the Illinois Department of Human Services (IDHS) that serves youth ages 16–24 with short‑term and longer term employment opportunities. Shavona Claus, associate director of employment and training services at PLCCA, told the board the district has participated for two years and proposed placement for "a max of 25 hours per week" and competitive pay beginning at $15.80 per hour with reimbursement available up to $17 per hour when payroll taxes are included.
Program features presented at the meeting included: participant wages (district hires, PLCCA invoices for reimbursements including payroll taxes), weekly check‑ins and case management, transportation and uniforms (work shoes, gloves), job readiness activities tied to a $250 stipend from PLCCA, and continued support for resume and post‑program job search. The district will provide job descriptions and staff supervision at worksites.
Why it matters: PLCCA said the program targets truant or at‑risk youth with wraparound services (parent calls, home visits, restorative practices, behavioral health referrals) and provides paid summer work within district schools. District staff said the linkage would be at no cost to the district for the IYIP positions because PLCCA invoices to reimburse wages and associated payroll fees.
Board action: The linkage agreement for PLCCA's youth investment program was on the consent agenda and was adopted as part of the consent items approved by the board at the Feb. 11 meeting.

Claus also summarized supports: "We provide them transportation and uniform ... weekly check ins, and we work with them ... updating their resume."
Next steps: PLCCA and district personnel will proceed with recruiting (limited spots were emphasized), submit required documentation (timesheets and payroll stubs) with invoices by the fifth business day of the month for reimbursement, and coordinate supervisors in the schools to host youth participants.
