Council adopts consent items, appointments, property purchase and vehicle purchases; all motions pass unanimously

The Garden Grove City Council completed a series of consent and action items on Feb. 11 that the council recorded as approved by unanimous votes.

Key items approved by voice vote or motion (record shows seven yes votes on each motion):

- Adoption of a proclamation declaring February 2025 as Black History Month in Garden Grove (consent calendar item pulled for presentation). The motion passed 7–0.

- Appointments to city commissions: the council appointed nominees to the Administrative Appeals Board, Downtown Commission, Measure O Committee, Neighborhood Improvement and Conservation, Parks, Recreation and Arts, Planning Commission and Traffic Commission. The mayor read the lists and the council voted to confirm appointments for each commission (motions received and approved 7–0).

- Successor agency minutes (receive and file) from the meeting held Jan. 28 were received and filed by the successor agency with a 7–0 vote.

- Approval of Amendment No. 6 to the Orange County Humane Society contract for sheltering services (agenda item 7) and approval of a contract with Triple A Animal Hospital for veterinary services (agenda item 8). Both motions passed 7–0. (See separate article for details and program implications.)

- Approval of a purchase and sale agreement with Michael Lu and Kim Family Trust for acquisition of property at 12381 Harbor Boulevard. Staff described the 6,000‑square‑foot lot, a 950‑square‑foot house and recommended appropriation of $865,000 from the General Fund; the council approved the purchase by a recorded 7–0 vote.

- Authorization of purchase orders to multiple local auto dealerships for the procurement of eight new Police Department administrative vehicles (just over $338,000). The council authorized the purchases 7–0; staff said the older vehicles will be auctioned and funds returned to the fleet management fund.

- Staff also presented a code enforcement update (no formal ordinance change); council received the report and requested a progress update in approximately six months.

All votes recorded during the meeting were taken by voice and the clerk reported the tally as "Motion received, 7 yes votes" for the items noted above. Where a formal ordinance, resolution or contract number was not introduced on the record, staff said the documents would be finalized and returned to the city manager or executed by the city manager/designee as authorized by council.
