Greer council holds multiple first readings on rezonings and annexations, appoints recorders and moves to executive session

The Greer City Council on its February meeting took a string of actions including first readings of multiple rezoning and annexation ordinances, appointments to ministerial recorder positions, administrative updates, and a motion to adjourn into executive session to discuss a contractual matter labeled Project Keystone.
Council received first readings for several land-use items: Ordinance 5-2025 to rezone a 0.56-acre parcel at 400 West Road from office professional to suburban neighborhood; Ordinance 6-2025 to rezone a split-zoned 1.8-acre parcel at 1778 Bright Road to medium density residential; Ordinance 7-2025 to annex a portion of property at 1522 South Highway 14 and zone it regional center; and Ordinance 8-2025 to annex city-owned parcels on South Highway 14 and South Buncombe Road and zone them regional center. Staff and the planning commission recommended approval of each request, and council voted in favor on the motions to receive/approve first readings.
Council also completed ministerial appointments. The body received and appointed Emily Moses and Lauren Brown as ministerial recorders; both received affirmative votes at the meeting. The meeting packet showed the appointments are on a four-year cycle and that appointees serve at the pleasure of council.
City Administrator Mr. Merryman delivered an administrator’s report noting several items of interest: Battalion Chief Jody Norris was recognized as the Greer Centennial Lions Club’s 2024 Firefighter of the Year; the deadline for the accommodations tax grant — which funds projects to promote tourism and cultural or historical attractions — is Feb. 18; and Public Services introduced blue trash-lid replacements marked with the Americans with Disabilities Act symbol to help Meridian collection crews identify customers who receive at-home service.
The council also voted to enter executive session to discuss a contractual matter related to Project Keystone, citing the applicable state statute during the motion. The motion to enter executive session passed on a roll-call vote.
