Greer council certifies abandoned Trade Street building; developer plans bar with golf simulators

The Greer City Council approved Resolution 3-2025 to certify an abandoned building and site at 315 Trade Street, a step the city requires under its abandoned buildings program before a rehabilitation project may pursue certain tax credits and incentives.

City attorney-prepared materials and staff affidavits were included in the council packet. Mr. Deaton, speaking for the city, told council the material in the packet met the statutory definition for an abandoned property; council then voted to approve the certification.

Brian Beal, the developer present at the meeting, described plans to convert the building into a full-service bar and restaurant featuring golf simulators. Beal said the project team has experience with adaptive reuse; he cited a previous rehabilitation in Fountain Inn and said the Trade Street location is targeted to open in early to mid second quarter of the year.

Staff and council noted the resolution includes the required notice of intent to rehabilitate and an affidavit documenting the property’s condition. The packet also referenced a potential income tax credit that could apply to the rehabilitation, and the resolution form had been prepared and reviewed by the city attorney as part of the abandoned buildings program.

The council asked the developer a few clarifying questions about operations; Beal confirmed the business intends to self-operate the restaurant. By show of hands and roll-call, the council voted in favor; the record reflects a unanimous yes vote. Mayor Danner thanked the developer and the owner representative for attending.

The certification does not itself authorize building permits or business licenses; it records the city’s determination that the property meets the abandoned-building definition and allows the developer to proceed with the rehabilitation process under the city program and applicable state tax rules.
