Commission approves design review for new Circle K at Meridian and Deer Flat

The Kuna Climate and Zoning Commission on Feb. 11 approved design and sign review for a proposed Circle K convenience store near the intersection of Meridian Road and Deer Flat Road in the Paul Bunyan subdivision.

Marina Lundy, Kuna Planning and Zoning staff, summarized the application and said staff found the project in compliance with Kuna City Code, the comprehensive plan and Idaho Code and recommended approval with the conditions in the staff report. Julie Hecking, representing the applicant, described the site as a 5,200-square-foot convenience store with three underground tanks, six fuel pumps, canopy 18 feet, 6 inches high, and building height 21 feet, 6 inches. The site plan includes 22 parking spaces (21 standard plus one ADA-accessible van space), bike racks and landscaping; Hecking said the team will add bike racks and update landscape islands to match spacing requirements in the staff conditions.

Applicants also showed a lighting plan intended to prevent light spill off-site and described a screened trash enclosure. Commissioners asked about building entries and delivery access, the number and location of bollards proposed near the building, and circulation constraints around pumps; applicants said the design reflects Circle K’s standard prototype and that deliveries and code compliance would be resolved through agency approvals.

Commissioners discussed driveway geometry and circulation but concluded the design review met code and moved to approve 24-27-DR with the staff-recommended conditions.

Action: The commission approved the design review with conditions and recorded no opposition at the hearing.
