Commission approves Ramsey family’s request for 506-square-foot ADU with standard conditions

The Kuna Climate and Zoning Commission approved a special use permit Feb. 11 allowing the construction of a 506-square-foot accessory dwelling unit (ADU) on private property, subject to conditions in staff’s report.
Troy Beheunen, senior planner for Kuna Planning and Zoning, said the Ramseys’ proposal for a 506-square-foot ADU meets the special-use code and community standards and complies with applicable provisions of the Kuna City Code and state statutes. "If the commission makes a decision this evening and approves the application, staff does recommend that the applicant be subject to the proposed recommended conditions that are listed in staff's report," Beheunen said.
Commissioners asked whether setbacks, utility connections and addressing would be evaluated; Beheunen said those items are reviewed during the building permit process and that applicants should expect new utility connections and associated fees. He also said addressing is evaluated separately for EMS and billing and that ADUs historically receive a distinct unit identifier (for example a suite or letter) for emergency response and delivery.
The applicant, Christine Ramsey, spoke and confirmed she had provided a written HOA approval. During the hearing the staff packet listed the subject property at 523 West Tanzanite Street; the applicant gave her address on the record as 523 West Hampton Court. That discrepancy was noted in commission discussion; staff did not change the commission action and recommended conditions apply regardless of the address label in the packet.
No members of the public signed up to testify. Commissioners described the request as common and appropriate for the R-6 zone and moved to approve the special use permit with the conditions listed in the staff report.
Action: The commission approved case number 24-07-SUP and recorded no opposition.
