Durant council approves preliminary plat and rezones parcels for 39‑lot subdivision at Rodeo Road and Highway 78

The Durant City Council on a unanimous vote approved a preliminary replat and rezoning request for property at the northwest corner of Rodeo Road and Highway 78 and approved an emergency clause for Ordinance O2025-01 that makes the rezoning effective immediately.
The action clears the way for a proposed residential subdivision that developer Danny Curry said will include 39 lots zoned R‑1, with a minimum lot size of 8,400 square feet and a minimum frontage of 70 feet. Curry said the project will use City of Durant water and sewer and will be designed to city standards, including sidewalks and street lights. “It will have 39 lots. It will be all R 1,” Curry said.
Council members cited a Planning and Zoning Committee recommendation in support of the request. Mr. Jackson, representing the Planning and Zoning Committee, said the committee passed the item unanimously.
Council members voted unanimously on both the preliminary plat/rezone approval and the emergency clause for Ordinance O2025-01, Section 2. The clerk recorded votes of Council member Miller (yes), Council member Shearer (yes), Council member Fuller (yes), Vice Mayor Similescu (yes) and Mayor Tucker (yes).
The council emphasized that the action on the plat is preliminary. Mayor Tucker and other council members said the preliminary plat will return to the council as the project details are developed. One council member asked staff to note the original administrative report’s wording and to ensure the record reflects that the request applied to the smaller Bronco Acres replat area rather than a larger parcel description.
The ordinance number the council referenced for the rezoning was O2025-01; the council approved an emergency clause for Section 2 to make that rezoning effective immediately. The council then separately moved and approved the preliminary plat by roll call vote; the mayor noted the preliminary nature of the approval and said additional review steps remain.
The developer said he will design grading, detention, sewer and water lines to meet city ordinances and that staff had reviewed water and sewer requirements with no outstanding comments. The council did not set a schedule for final plat approval.
Votes at the meeting were unanimous on the items related to the replat and rezoning. The preliminary plat approval was explicitly recorded as preliminary and will be returned to the council for further action as the design and infrastructure details are finalized.
