City manager seeks resolution to protect municipal clerks' personal data; commission signals intent on public-safety contract renewal

City Manager staff briefed the Cooper City Commission on two administrative items: a request from the municipal clerks' association to seek a statutory exemption from public-records disclosure for municipal clerks' personal contact information, and a near-term decision point on the city's contract with the Broward Sheriff's Office (BSO).
On the clerks' matter, staff explained that Florida law currently contains exemptions for personal contact information of judges, prosecutors, certain law-enforcement staff and others, but not municipal clerks. The Municipal Clerks Association asked cities to support a resolution urging the Florida Legislature to extend an exemption for clerks' addresses and contact information. The commission gave consensus to have staff prepare the nonbinding resolution for consideration at a future meeting.
On the BSO contract, the city manager reminded the commission that the city's contract for public-safety services expires Sept. 30, 2025, and that the notice-of-intent-to-renew deadline falls roughly six months prior (staff noted a March 31, 2025 window). The manager said the city has about six weeks before the notice deadline and sought guidance. Commissioners expressed support for triggering the renewal option while preserving termination clauses and the ability to revise terms; staff said they would proceed to provide the required notice and continue discussions if commissioners want a workshop.
Ending Staff will draft and return a resolution supporting a statutory exemption for municipal clerks' personal contact information and will proceed with the procedural notice related to the BSO contract while preparing any additional materials the commission requests for further direction.
