Commission backs rezoning that splits agricultural parcel into residential, commercial and light‑industrial tracts

The Planning and Zoning Commission on Feb. 11 unanimously recommended approval of a rezoning that would convert an agricultural parcel located roughly 900 feet northwest of County Road 317 and County Road 325 into three straight districts: R‑12 (residential), C‑2 (local commercial) and I‑1 (light industrial).

Planner Jake Bennett said the proposed R‑12 area is about 44 acres and aligns with the comprehensive plan’s estate‑residential place type; the C‑2 parcel at the hard corner of planned arterial intersections is roughly 8.5 acres and staff judged the location appropriate for local commercial despite not strictly matching the comp plan designation; the I‑1 area to the north is about 48 acres and sits adjacent to existing business and aviation uses.

Applicant Ryan Joyce of Michael Joyce Properties described his firm as a local, family‑owned developer and said the residential component would meet the R‑12 minimum lot size (12,000 square feet) with some lots up to a half‑acre; he said anticipated single‑family price points would range from about $1.2 million to $2 million. Joyce said utilities (sewer and water) and specific commercial/industrial uses would be determined later with future site plans.

No members of the public spoke on the item during the hearing. Commissioner Charles moved to close the public hearing and approve the rezoning recommendation; the motion passed 7–0 and the commission will forward the case to City Council for final action in March.
