Committee approves two Proxima Pipeline enrollment applications in Southern Edwards Plateau HCP

SAN ANTONIO — The Southern Edwards Plateau Habitat Conservation Committee voted Feb. 11 to approve two applications from Proxima Pipeline LLC to enroll small project areas in the Southern Edwards Plateau Habitat Conservation Plan (SEPHCP). Staff recommended approval of both applications, which the committee approved by voice votes with no recorded opposition.
The committee considered a Proxima Pipeline “Far East” application for a 4.87-acre tract located off Dancing Clouds, Emery Peak and Verdes Valley in San Antonio (San Antonio 78245), described as outside the San Antonio city limits in western Pear County and in Council District DTJ. Committee staff said the Far East project contains 0 acres of golden-cheeked warbler habitat within the project area and 0 acres within 300 feet of the project area, and that it therefore requires 0 golden-cheeked warbler conservation credits and no black‑capped vireo credits. Staff identified the underlying geology as Carstone 3A. Staff listed a Carstone participation fee of $4,870, a plan-administration fee of $487, the application fee already paid of $2,500, and a remaining full mitigation fee of $5,357 that must be paid prior to completing enrollment. Staff recommended approval; the committee approved on a motion by Bob Brock, seconded by Homer, by voice vote.
Committee members present during roll call or who participated in the meeting included Mister Nino, Garcia, Homer, Jordan, McGlamory, Bob Brock, Chair Ramirez, Aquormus and others who participated online. Staff said the project is not located inside any critical habitat unit but is within 750 feet of an occupied feature.
The committee then considered a Proxima Pipeline “Far West” application for approximately 14.42 acres located off South Highway 211, Arcadia Path, West Grossenbacher Road and FM 1957, San Antonio (78245). Staff said this project also contains 0 acres of golden-cheeked warbler habitat within the project area and 0 acres within 300 feet of the project area, requiring 0 golden‑cheeked warbler credits and no black‑capped vireo credits. Staff placed the project over Carstone 3, with 14.42 acres in that unit; the parcel is not within a critical habitat unit but is within 750 feet of an occupied feature. Staff listed a Carstone 3 participation fee of $14,420, a plan-administration fee listed in the staff report as $14.42, and a total mitigation fee due prior to enrollment of $15,862 after crediting the $2,500 application fee already paid. Staff recommended approval; the committee approved on a motion by Ken, seconded by Rudy, by voice vote.
After the two SEPHCP enrollment votes, the committee approved the minutes from the Nov. 19 Southern Edwards Plateau meeting on a motion by Homer, seconded by Ken. The meeting adjourned at 3:38 a.m.
