Cochise County supervisors approve consent agenda, tax-deed sale, property tax abatements and grant application

The Cochise County Board of Supervisors voted 3-0 on Feb. 11 to approve several routine and staff-recommended items, returning multiple matters to staff for implementation.
The board approved the consent agenda, items 1 through 5, by a 3-0 vote. The consent items included acceptance of the resignation of County Recorder David W. Stevens and the appointment of "Ronnie Mastis Kondos" as a precinct committeeperson (as recorded in the consent item text).
On agenda item 6 the board voted to approve the over-the-counter sale of remaining tax-deed parcels from a recent county tax-deed auction. Development staff told the board the over-the-counter sale opened Jan. 13; staff reported one bid of $4,900 on a parcel where the minimum bid was $46.80 and that the bidder submitted the required $25 administrative fee. Staff recommended the sale and, after funds clear, staff said it will deposit funds, notify the county treasurer and record the deed.
The board also approved a treasurer's recommendation to abate property taxes and interest on personal property where the county found collection was no longer feasible. The treasurer said 49 parcels were in various states of dereliction or no longer had assessable property on site and thus could not practically be collected; supervisors approved the abatement 3-0.
On agenda item 8 the board authorized the Development Services Department to submit a grant application to the Community Foundation for Southern Arizona to support the county's housing repair program. Development Services staff said the county could request up to $350,000 under the foundation's grant program; staff described the funds as potentially allowing repairs within Sierra Vista and Douglas city limits and work in floodplain areas, complementing existing CDBG and State Housing Trust Fund work.
All motions on these items passed unanimously, 3-0. No amendments or changes to the staff recommendations were recorded in the meeting minutes.
The board also announced it is accepting letters of interest for the county recorder position; the clerk of the board will accept submissions and the supervisors planned a special meeting to review applications.
