Kossuth and neighboring county engineers discuss Lateral 162 tile; board directs agreement review and approves DD4 Lateral 42 contract

Representatives from a neighboring county met with the Kossuth County Board of Supervisors to discuss an inter‑county drainage issue involving Lateral 162, the outlet serving Drainage District 129. Marissa Lohr, a drainage manager from the neighboring county, presented a draft cost‑sharing and maintenance agreement intended to formalize notification and cost responsibilities for repairs to the tile and open ditch that cross the county line.

Lohr explained the draft is a starting point: it uses watershed acreage and a reclassification approach to apportion costs and includes a trigger threshold for required notification and joint decision making on repairs. The presentation covered alternative alignments to increase pipe cover, the potential to relocate or reconfigure the outlet to increase hydraulic capacity, and Minnesota environmental review considerations that can apply when projects move more water or alter a watershed. Lohr offered to revise the draft and provide an electronic copy for local review.

Board direction: Supervisors moved to direct Marge (drainage deputy) to send the draft agreement to the county attorney (Hudson) for review and to coordinate with Kossuth County staff on potential edits. The motion passed unanimously.

Separately on drainage business, the board reviewed and approved a contract for DD4 Lateral 42 improvement (document in meeting packet). Supervisor Stecker moved to approve the contract and the board voted unanimously to sign.

The meeting also revisited an open‑ditch tree‑removal repair request (HK5‑87). Staff and supervisors noted some quoted work could include private land outside the drainage easement and recommended that Marge and the landowner confirm the right‑of‑way and, if needed, have the area surveyed before final action; supervisors asked to have the matter re‑noticed on a future agenda once the contractor and landowner details are clarified.
