Authority approves $5.284 million in Prop L allocations, adopts 2025 advocacy program and TFCA criteria; reappoints CAC member

The San Francisco County Transportation Authority Board on Feb. 11 approved $5,284,000 in Proposition L local sales-tax allocations for five transportation projects, reappointed a District 2 representative to the Authority's Community Advisory Committee (CAC), adopted its 2025 state and federal advocacy program, and adopted local expenditure criteria for the Transportation Fund for Clean Air (TFCA).

The actions were taken by voice or unanimous consent where noted; two items recorded numeric tallies. The board also approved the minutes of its Jan. 28 meeting.

What the board approved

- Minutes (Item 2): The board approved the Jan. 28 meeting minutes. Motion by Commissioner Fielder; second by Commissioner Dorsey. The clerk recorded 10 ayes and the motion passed.

- CAC appointment (Item 4): The board reappointed Jerry Levine as the District 2 representative to the 11-member Community Advisory Committee for a two-year term. The nomination was presented by Commissioner Cheryl; Levine spoke briefly about community engagement and concerns about autonomous vehicles and e‑bikes. The motion to reappoint was moved and seconded on the record; the clerk recorded 11 ayes and the motion was approved.

- Prop L allocations (Item 5): The board allocated $5,284,000 in Prop L funds with conditions across five requests: Caltrain predictive arrival/departure system upgrades; SFMTA bike facility maintenance; Public Works curb‑ramp installations at six intersections; a District 8 DuBose Triangle Slow Street feasibility study; and design funding for two traffic signals on Lincoln Way (at 40th Avenue/Fifth Avenue and La Playa). Staff said construction for the Lincoln Way signals is expected to be funded with federal dollars; Prop L funds will support design. - 2025 State and Federal Advocacy Program (Item 6): The board adopted its 2025 state and federal advocacy program, which emphasizes protecting and securing operating and capital funding for regional transit operators; supporting a future regional transportation revenue measure (no earlier than 2026), extensions of California's cap-and-trade program, and continued policy and funding work on Caltrain's Peninsula Corridor projects. The program also includes continued work on autonomous vehicle safety, transparency and local accountability. The motion was made by Commissioner Sauter, seconded by Commissioner Dorsey, and passed (clerk: "same house, same call").

- TFCA local expenditure criteria (Item 7): The board adopted the fiscal-year 2025-26 local expenditure criteria for the Transportation Fund for Clean Air (TFCA). Staff said San Francisco expects roughly $650,000 to distribute locally; regional TFCA revenue is funded by a $4 vehicle registration surcharge across the Bay Area and totals about $22 million regionwide. The local criteria prioritize zero‑emission and non‑vehicle projects, cost‑effective emissions reductions, project readiness, program diversity and demonstrated community support. Why it matters

The Prop L allocations provide near-term funding for maintenance and design work on projects intended to support transit access, bicycle safety and pedestrian accessibility. The advocacy program sets the Authority's priorities for state and federal lobbying in a year officials say will be shaped by the expiration of federal relief funds and by whether the state extends cap-and-trade or authorizes other long-term funding mechanisms. The TFCA criteria guide a small but recurring local program for projects that reduce motor-vehicle emissions.
