The actions came during a short meeting called to order at 6:00 p.m. The committee approved both the January meeting minutes by unanimous consent and moved through three license items after brief discussion and questions from members.
Committee members clarified how the city charges for recurring event permits. Mike, a committee member, asked whether a $40 fee is charged per listed date or whether a single permit can cover multiple listed dates. City staff responded that applicants typically submit a single application listing all dates and pay $40 for each event listed. "For $40 for each event," the staff reply noted, confirming the per-event fee structure. The committee member said the clarification addressed his question.
The committee then considered an invited application from Hilltop Pub for an extension of premises to permit sale of beer and liquor at specified outdoor events. Alicia, a committee member, asked whether the pub had previously held events in its parking lot and whether the outdoor area would be fully enclosed. The Hilltop Pub representative said their yard is fenced and that for the event area "where you get into the building, where you get out of the parking lot, that's where I put a snow fence." Alicia followed up: "So it will be fully enclosed then?" The applicant confirmed it would be enclosed. Alderson Helvinsleben moved to approve the Hilltop Pub extension, Alderson Manion seconded, and the motion passed unanimously.
The committee also approved a change of agent for Speedway LLC. A committee member asked whether the required background check had been completed because the normal state record attachment (CCAP) was not in the packet. City staff said a background check had been received and that the application listed older items that, given the time elapsed, should not affect the current determination. A committee member asked whether any clerk review had flagged issues; a staff member indicated there were none. A motion to approve the change of agent was made and seconded; the committee approved it unanimously.
