Council delays effective date of revised elderly property tax credit pending further revisions

The Prince George’s County Council Committee of the Whole voted to advance a resolution that would delay the effective date of recently adopted revisions to the county’s elderly property tax credit to June 30, 2025.
The resolution, sent down by the county executive’s office, was discussed in committee and amended to include a June 30, 2025 deadline for the council and administration to finalize revisions clarifying senior eligibility for the credit. The committee voted 7-0-1 in favor; Councilmember Hawkins recorded an abstention.
"This is not...a note to the county executive's team, but more for the council to ensure that we come back and work on this legislation," Vice Chair Burrows said when explaining the amendment to set a date for an update. Staff described the resolution as corrective measures intended to improve the earlier-enacted bill and to make the program ready for residents.
Committee materials and staff said the county executive’s office agreed to provide an update by June 30, 2025. Committee members noted that the underlying corrective bill is scheduled for the Government, Fiscal & Policy committee on Feb. 27 for further discussion.
The motion to favorably recommend the resolution as amended was made by Miss Orietta and seconded by Councilmember Fisher. In roll call, Vice Chair Burrows, Councilmember DeNoga, Fisher, Harrison, Olson, Orietta and Watson voted aye; Hawkins abstained. The motion carried 7-0-1.
The resolution delays the effective date of the previously enacted bill (referred to in committee as CB 0 0 7 20 24) to give the council and the administration time to draft and enact clarifying legislation on senior eligibility and to review fiscal impacts. The committee’s action was described by staff as an opportunity to reconcile options contained in the fiscal notes and to develop a final proposal the council can support.
Council members and staff clarified that the delay would revert to the original bill’s schedule if the council does not act by the June date included in the amendment. The item will return to committee and potentially to full council for subsequent action.
