The City of Cody Planning, Zoning and Adjustment Board on Feb. 11 approved an architectural and landscape plan for a temporary commercial office trailer owned by Zenos Construction at 1502 Wyoming Avenue, with a condition requiring the applicant to work with city staff to add additional landscaping in the public right-of-way along Fifteenth Street.
Board staff presented the applicant’s revisions, saying “the applicant is proposing to paint the trailer and add window shutters to their temporary commercial office trailer. The body of the trailer similar to night gray color, and the color corner trim and window trim to be similar to arctic white.” The applicant also provided photos showing white shutters to make the trailer “more compatible with the neighborhood, visually.”
Board members commented on the appearance and on site improvements. Board member Dan H said the proposed white scheme “gets a trailer more much more professional appeal,” and recommended leaving driveway width and placement of the trailer largely as shown. Board member Catherine said she was “surprised” to learn during prior hearings that the business owner had an established construction firm elsewhere and expressed disappointment that the landscaping plan had not been significantly expanded from the previous submittal.
City staff advised that planting in the Fifteenth Street easement is subject to public works review because trees are not allowed over utilities and electric lines; low shrubs or decorative boulders may be acceptable but would require approval. The board’s motion approved the plan as presented with the condition that the applicant work with city staff to add additional landscaping in the right-of-way area; the landscaping in that strip should match the materials proposed elsewhere on the property.
The motion to approve the architectural and landscape plan was made by Dan H and seconded by Ian. The board recorded four yes votes and one no; Catherine cast the lone no vote. The board did not specify a timeline in that action for when the trailer must be placed on a permanent foundation; staff noted prior conditions about removing wheels and tongue as part of the building-permit process but said no specific date for that removal was added in the current approval.
The board’s approval applies to the temporary trailer at 1502 Wyoming Avenue and includes the requirement to coordinate any planting in the public easement with public works to ensure no conflicts with utilities.
